I had the same problem, and it drove me crazy for days. Then I realized that the laptop had a button (next to the power button) for turning on the wireless antenna.

I had to turn it on, shut down and restart the computer, and then I was allowed to toggle Airport on from the icon.

Search your laptop for a switch or button that powers on the wireless antenna.
