Edit mp3s without resampling using Fission.

Though time stretching can never be done without resampling.

I'm using Amadeus Pro (http://www.hairersoft.com/Welcome.html) for all kind of music editing. It also has multiple track support and fading/panning automation lines. Here are four demos (http://naquaada.na.funpic.de/naq/osx86/forum/infinitemac/naquaada/files/sanxion.zip) to show the time streching function. The second tune has a 8 step tone plus and 75% speed, the third one 5- tune and 150% speed adjust. Number 4 has a speed change from 75 - 100 - 140%, but no tone adjust.
