You should be able to install FROM USB and also TO USB, even in combination with a DVD (DVD to USB).
Installing to USB is straightforward as OS X sees any USB Drive as any other fixed drive valid for installation, but sometimes requires repartitioning and reformatting the USB Drive, specially if its a USB Stick. That can be done from the Install DVD's Disk Utility. You need to be able to boot from the USB of course (most new systems can do that).
Installing from USB requires a working OS X to copy the contents of the Install DVD to the USB Drive (after repartitioning it if needed). Maybe it could be done booting from an Install DVD too but I havent tried it.
