Each CPU batch can have a different VID, you can read that from Windows using CoreTemps.
Assuming thats the stock voltage, I think its normal for the idle voltage when using SpeedStep to be lower than the VID; in other words, it doesnt mean your stock voltage has to be the same as the idle one.
That is assuming SpeedStep is working perfectly (i.e. in Windows), it could be VoodooPower malfunctioning or giving you a misread?
