System/Library/ not Library/ correct?
Im not sure maybe its already been removed. I believe that if you boot with the flags I described it should refresh those two files. I always thought removing those files and using -f would do pretty much the same thing but its just a fail safe. I could be wrong. Have you restarted after this? and used the flags?
