There is no way, you have to have a working mac to crate it.

Fortunately, you can make an usb installer under windows, as I did.
The method is the following:
- Download a leopard or snow leopard vmware image from a torrent site (btjunkie "mac vmware")
- Download the free vmware player
- Boot the mac vmware image, it may boot without errors. (Open virtual machine, than play virtual machine. At the settings give at least 1GB memory to the virtual machine)
- I couldn't find how to create shared folders with vmware mac so I copied the Snow Leopard installer.dmg to my usb, than I copied the dmg to the virtual mac's desktop.
- Copy the installer script and the kexts to your virtual mac, and follow the installer script's steps.
From that point you can follow the youtube tutorial too. I've managed to install snow leopard in this way.
Feel free to ask.
